Sydney is actually pretty awesome when well populated - it even remained full for a few days when Montana was on the other side once
The problem is that it does have a critical mass and below that it is rather boring, so getting enough people in to make if fun is quite hard.
It also shares the Kyoto problem of not having enough roads - it'd be much more interesting if more of the closed-off link roads were drivable.
