It's impossible for insim to decide who is at fault for the crash. So all that would come from this would be frustration that you were enforced to pay while it was not your fault.

And no, this suggestion is NOT going to make people drive safer. The result would be pretty much the opposite, as already explained by others.

Anyways, why should someone be rewarded for something that actually is against the server rules?

The quality is more important than quantity in this case. And, as you probably noticed, your suggestion is generally not so good, to say at least.
Of course the suggestion forum is there so players can make suggestions. However some of them have to be rejected for various reasons. Do you really think we should remove suggestion forum only because your suggestion(s) get rejected?
