-Chg: Newly built cars do now get randomly generated VINs
-New: Possibility to buy used items (e.g. car upgrades / garages etc)
-New: New command !buyitem <id> to buy a used item from the market (Find items on TC World)
-Chg: All items (except garages) have a max possession limit of 10 to avoid hoarding for for ignoble reasons. (Not counting items installed on cars)
