Wrong. People are driving around, cruising, doing jobs, and whatever else normally happens on the servers. No so called messing around.

This is not entirely true, aside from players who mind their own business that is. As soon as admins are out of sight that main stretch in the industrial park becomes a ramfest shitshow. Look at all the crashing that goes on, im sure there is a way to pull up a log on crashes.
