Cops initiating a Blue Light run before chasing a potential suspect?

Hi

I've seen a few cops doing this. As I remember a topic about Blue Light runs, there was also said that only TC's were allowed to do those. Yet, I've seen a few cops doing !siren (+ the strobe) while they aren't in a !chase yet, when they reach the potential suspect, they then finally start the !chase (I've seen a cop doing 2 rounds on the Kyoto - Autobahn doing this before he catched up with the suspect). As the cops aren't in the TC team, are they still allowed to do that? I mean, if they still can't find the suspect, they've basicly been speeding as a cop, without any valid reason, right?
