However that may be, one problem remains. The actual player is never on the safe side, not knowing what's allowed, what's not, as long its not written in the rules. Also, different admins may (we all know they will) judge completely differently on the same situation.
One may say it's ok, the next one revokes your cop-rights, another one gives you a week ban, and the next thinks its worth a year. Saying there is that rule, but its ok to break it is rather confusing.
Also, I'm with Tommer here, saying that all signals belong together as one, including priority over traffic. Separating audible from visual siren and strobes is contradictory.

One more thing, can we please replace the term "Blue light run" with what it actually is? That term itself is ambiguous enough.
