2 Suggestions - !backup improvements & !move improvement

IMO, I'd say things would be better if people just used !move as is (correctly if possible), not they're "Do not interfere bla bla/kickban mumbo jumbo". Thats just ignorant and hard to read.

I get quite pissed off when cops spam !move when I'm already on the grass/side of the road, clearly aware of a chase coming. If cops could properly use !move as it is now, I see no further reason to change it. Just my two cents.

E: With regards to the !backup suggestion, I rarely cop, so I won't try and guess whats good or not good for the server
