It seems as if he was being chased prior to this incident and was in a hurry to get away. However he did react before he saw you in the road, very late but it seems genuine.

I have issued a confirmable ingame warning for him, since he failed to apologise for this incident/mess.
[DSL] Radus will also get a confirmable ingame warning for repeatedly calling him an idiot, i understand his frustration and would have let his first idiot gone unnoticed but he did it too often.
