How old is that ps3? And where is it usually stored/used?

I would suspect that the heatsink has filled up with dust.
If the heatsink is filled up with dust and only lets through a fraction of air, it doesn't matter how much you improve the airflow on the outside.

If you don't have warranty on there anymore and know what you are doing, then i would open it up and get the dust out.
