First things, rather than just telling him not to, you should explain in simple terms why he should not do such things. The year is 2013 and he needs to learn how the internet works.
The second thing is to just make a separate user account for the kid with restrictions, I'm not currently using Windows but I'm pretty sure there's some settings you can put on a restricted user. Other than that you might need some parental control program or filter.  But then again, it would be better in the long run if you just took the time to teach the kid the reason why it's bad to download random stuff.
