Hello,

I wouldn't call it harassing unless you asked him earlier on to stop as well.

You did however, at the time stamp given, imply to him quite clearly you did not want him to follow you, and then he continued on to make a rude remark to you.
This insulting won't be tolerated, and the user will face a short ban for his actions.
