Description of incident (inc date & time):
Apologies for Long Replay - 17/01/2018 16:30 (roughly GMT)

I had just come off a long chase and decided to watch some other users play, I quickly noticed this guy using Speedhacks, I will acknowledge a failure to communicate with the user, this was down to the user' obvious lack of English Language (noticed by Prise pulling him over at one point).

There are more timestamps I will be able to find upon request if the current ones are insufficient.

Note: [COP]Prise and [COP]WOOP had no intention of approaching this user about their blatant hacking, I know it's not relevant to the report, however I feel that the users lack of care should be noted.

Again I apologise for my lack of communication with the user, please also take into consideration that the user has multiple accounts (as noted here - http://forum.city-driving.co.uk/showthre...M6hbL-MovE) if there is action taken against the user.
