The initial reason of the chase was invalid, you're right on that part. However, you should've stopped and let him fine you for the offence he started the chase for. Since you kept driving and failed to stop, the fine (and the amount) automatically changed. You failed to stop and he simply fined you for it.

I'll talk to him in regards to chasing people who are stunting in a stunt zone, but I cannot grant you a refund since the fine was valid. In future cases like this ensure to stop your car, let the COP fine you for the initial offence, talk to the COP and submit a refund request if necessary.
