[Approved] Ramp and winch for rentable vehicles

I think the ramp and winch system should be changed, to fit the "new" implementation of modded cars.


My suggestion is to make it so you can either attach it to rentable cars, or just make it so you can always use it on any vehicle like locator.
There's many rentable cars which are great to use as tow/res/med, but they are less desirable to use as you can't use winch or ramp.

I think it would make the tow/res/med scene more realistic as we would perhaps see more tow/med/res-like vehicles.
