So i was drowing hw1 and at the end theres right hander turn, there was police chase behind me like 150m away so i decided to stop with bike on the kerb thats on that turn (i i try to stop in grass i fall everytime) as i pull over he rams me then blames me for stopping there

Sorry for the delay.

So form what i can see from the replay this was a accident. Even though you were pulling over you accidentally were moving out of the way into what is the usual "Racing Line" for that particular corner, due to the speeds DJmad was coming through the corner there was nowhere to go.

However, DJmad calling you "stupid" is not acceptable and is against the rules (rule 1.1) and he has been warned about his actions.
