Okay, as you've already said - he was in a chase. Making one mistake is fair enough, making two mistakes in less than a minute (both effecting player's gameplay) is too much. A warning is the most appropriate course of action here so he'll be given a confirmable warning to act appropriately near chases (rule 1.5), and for rule 1.3 "Driving on the wrong side is tolerated for short periods of time and as long nobody else gets disturbed or endangered." One redeeming feature, however, is that he apologised both times.
