This was your position 100 metres prior to the crash: You can see an oncoming vehicle in your map, you still decide to cross over to the other side of the road. There was no logical advantage gained for this move, which already displays a reason to suspect that you are not aware of the rules. COPs are supposed to stay on the correct side of the road, especially when you won't gain anything for wrong waying. Stop doing this or be prepared to face consequences in the future if you get caught repeating this move. At 31:13.35, toms is still being on the correct side of the road. Then for some reason he stops steering his car and starts to drift towards the middle line between the lanes. I don't know why this happened, maybe he stopped paying attention or started typing or else. This is how both of you are positioned mere milliseconds before the impact: I'm not saying that either of you two was in the right or the wrong, this is more of a mutual cause than a single handedly caused situation. Also here is a quick screenshot to display your way of handling these situations: Threating with reports and not providing a proper conversation or solution ends up wasting our time if there isn't any outcome or proper rulebreaking in the first place. You've already had problems with this in the last 3 months, which has ended up with you being revoked of your !report ability. I have no reason to take any action on this, as it seems to be pure accidental.
