Description of Incident (Include Timestamps): this guy was talking nonsense to me some time ago, and i joined to the server to cruise. in the first minute he crashed in to me, after seeing replay you can see that. He saw my name then turned in to me and saying ''my keyboard issues'' or whatsover.

This did happen and i have said sorry i been having issues with my keyboard, and it didnt happen again, but i think he felt compelled to come talk about it here

I was on last night and observed the exchange between the two users. Kazanova was being toxic and appeared motivated to pick a fight instead of accept Smokey's apology and move on with his life.

There was no conversation.
Kazanova, you didn't give Smokey a chance to apologize. Sending a question mark and instantly saving the replay is NOT how you deal with someone.

Looking at Smokey's behavior, I believe it is unlikely that the crash was deliberate.
Punishing them for that crash would not be adequate.
