You spun out because you overreacted, so the crash was pretty much your own fault. I didn't look on my screen in that time because I don't expect any traffic standing still there. I checked the replay afterwards and yes, the cop pulled out but he was far enough ahead of you and you had enough space to pass him. Your lack of control caused the crash.

 
