After checking the replay and already knowing Crust and LUCA are skype buddies, there's no doubt in my mind that they were communicating together to slow you down. Also his !pm's prove he's indeed helping the cop.

LUCA had tried to place roadblocks while not a [COP] This is not allowed on the servers.
