For me, it looks like he actually wanted to get stuck at the speedbump. He steered into another user, while trying to "get over the speedbump" and failed to apologize for hitting him. After that, he failed to move for siren and caused you to crash. And after the incident, he had a really poor attitude, and then slightly nudged you, which was intentional.

He will receive ban for his actions.
