+1 for the idea!
2 or 3 small barriers behind whoever puts on a !hazard would also prevent cars from hitting the guy with the !hazard on.. I've had multiple occasions where I was keeping !hazard on behind of an accident, and speeding cars oncoming hit me, which immediately removed the !hazard for the next oncoming car.. As a side note, you'd reasonably expect them to hit the barrier head on rather than perpendicular to it, so the damage inflicted on cars that do fail to slow down won't be too substantial (I expect it'd bring them to an immediate halt or ping them back slightly).
